Construction of a ministry and educational facility comprising a worship hall, eight classrooms, kitchen, offices, toilets, storage, café/cafeteria and medical clinic.  The external works include roads, parking, sidewalks, retaining walls and utilities as well as an Astroturf playing field and playground equipment.  The entire site was graded to 12 feet above the nearby drainage course to prevent flooding.
